An industrial park worth half a billion may appear in Odesa region

Odesa region is looking for more than UAH 531 million to create the R-33 industrial park in the village of Borshchy, Podil district. It will be focused on metalworking and the production of metal products.

According to the Center for Public Investigations, information about the project was published in the DREAM ecosystem.

The initiative is being implemented by the Kuyalnytsia Village Council and is still at the planning stage.

The industrial park is planned to be created on the territory of the former Pivdentekhgaz enterprise, covering an area of 10 hectares. The concept envisages the development of a modern industrial cluster focused on metalworking and metal products. It is planned to reconstruct the existing buildings and build new ones with a total area of almost 30 thousand square meters.

The project envisages the creation of eight production shops, seven warehouses, three administrative buildings and three technical facilities. The administrative building is to house offices, coworking, conference rooms, a canteen, a hostel, and showrooms for resident companies. It is also planned to improve the territory with landscaping and recreational areas for employees.

The industrialzone is located near important transportation routes - the P-33 highway and the Borshchy railway station, which provides convenient logistics. The project will involve a large-scale modernization of the engineering infrastructure: the power supply capacity will increase from 5 to 15 MW, medium-pressure gas supply will be restored (up to 2.28 million cubic meters per year), water supply and sewage systems will be restored, and local treatment facilities and stormwater drainage will be built.

The total estimated budget of the project is more than UAH 531 million, of which more than UAH 400 million is for capital expenditures. Funding sources have not yet been identified. However, during the development of the concept, various technical approaches, reconstruction options, sources of investment, and ways of organizing the park have already been analyzed. The chosen model is in line with the strategy to restore the Odesa region's economy after the war, in particular by creating jobs and increasing the region's attractiveness for business.

Industrial parks are special industrial areas, usually with a prepared engineering and transportation infrastructure, a set of necessary services, simplified regulatory procedures, and a package of investment incentives for manufacturing and research enterprises.

In Ukraine, the development of industrial parks began in 2012, and in May 2022, the Verkhovna Rada granted them tax and customs benefits. In particular, park residents were exempt from VAT and customs duties on imports of new equipment and from income tax for ten years. Currently, 86 industrial parks are registered in Ukraine, including iPark in Odesa region, Podilsk in the city of the same name, and ECOPORT in Novi Biliary.
