Antimonopoly Committee Orders Kherson Parks to Fix Garbage Issues

The Antimonopoly Committee has ordered the municipal enterprise Parks of Kherson of the Kherson City Council to correct violations in garbage collection contracts.

According to the Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine (AMCU), in 2023-2024, the utility company entered into household waste management contracts with consumers that did not comply with the standard contracts approved by the Cabinet of Ministers.

Such actions could lead to infringement of consumer rights. Therefore, the AMCU's administrative board provided the company with mandatory recommendations for consideration, in particular

"Parks of Kherson is obliged to correct the violation within three months.

Earlier, Intent wrote that in Kherson, representatives of the city council concluded a contract worth more than a million hryvnias without bidding and auction for the provision of waste disposal services and its removal to the landfill. Thus, on January 17, the municipal enterprise "Parks of Kherson", which organizes and maintains the city's green areas, signed an agreement with another municipal enterprise of the Kherson City Council, Ecopolis. Representatives of the administration decided not to hold a tender, concluding a contract worth UAH 1 million 302 thousand without using an electronic system.

According to the YouControl analytical system, Ecopolis of the Kherson City Council is engaged in the treatment and disposal of non-hazardous waste, as well as provides construction and transportation services. The company was founded in 2020, has an authorized capital of UAH 8.8 million, and is owned by the Kherson City Council. The company is headed by Sergiy Melashych, who has been in office since 2023. The company actively participates in tenders, and its main customers are Kherson utilities. Over the course of its history, the company has repeatedly changed managers.
