Auditors Uncover ₴1.1M Irregularities in Novovorontsovo Village Council

During an audit of the Novovorontsovo Village Council, auditors found financial irregularities worth more than UAH 1.1 million.

According to the State Audit Service in Kherson Oblast, the audit covered the period from January 2023 to October 2024.

They noted that the auditors' special attention was drawn to the inflated costs of road repairs and reconstruction of educational institutions. Thus, patching works were overestimated by more than UAH 417 thousand, and contractors overestimated the amount of work to restore two educational institutions by more than UAH 150 thousand.

In addition, the audit revealed violations in labor remuneration in the amount of more than UAH 169 thousand and unreported debts to energy suppliers in the amount of more than UAH 500 thousand. The overstatement of the cost of developing design and estimate documentation for the reconstruction of the water supply system amounted to more than UAH 800 thousand, of which UAH 250 thousand had already been unreasonably paid.

The audit revealed violations in the field of public procurement totaling about UAH 3 million, as well as a shortfall in penalty income of more than UAH 161 thousand. Four protocols were drawn up against the perpetrators, and the materials were handed over to the police and prosecutors for further investigation.

Meanwhile, the auditors were interested in a contract for the arrangement of a memorial complex at a cemetery in Kherson. The State Audit Service announced the start of monitoring the procurement due to possible violations. According to the auditors, they have questions about the technical and quality characteristics of the procurement item, as well as the justification of the expected value of UAH 6 million.

In addition, financial irregularities worth more than a million hryvnias were found in Vysokopillia, Kherson region, during the restoration of damaged buildings.

Also in Kherson region, the prosecutor's office suspended a questionable contract for the repair of a shelter in the Dar'yivka community, which could have cost the budget UAH 11.4 million.
