Dobroslavska Hromada Selected for Energy Resilience Project with

The Dobroslav community has passed the competitive selection process to participate in the development of a pilot feasibility study as part of a grant project.

According to Liudmyla Prokopechko, head of the Dobroslav village council, the project is "Ensuring Energy Sustainability of Communities through the Implementation of Distributed Generation in Ukraine", which is being implemented with the support of Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH.

The head of the village council could not provide details of the project.

"On Monday, GIZ representatives will come to us to get acquainted with the community and provide all the information about the project. After that, I will be able to answer your questions," she explained to Intent.

The project "Strengthening Urban Resilience in the Life Support of Urban Territorial Communities in Ukraine (SUR)" is part of German transitional assistance commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH.

Earlier, the Odesa City Council allocated UAH 60 million from the city budget to the municipal enterprise "Heat Supply of Odesa" to install new cogeneration units that should provide autonomous energy generation within the city. It was noted that this is only the initial stage of a large-scale project worth almost UAH 200 million.

Seven of the plants are those that Odesa received from the German agency GIZ. They were planned to be placed in neighborhood boiler houses.

In March 2025, the Odesa Regional Office of ULEAD with Europe hosted a meeting of the heads of the Dobroslavska, Artsyzka, Avanhardivska hromadas with Daniel Busche, Director of the German Development Agency GIZ. The meeting discussed the current problems of communities in the context of a full-scale war, prospects for international cooperation, the state of implementation of the decentralization reform, and opportunities for attracting foreign investment in post-war reconstruction.
