High Council of Justice opens disciplinary case against judge Malomuzh from Odesa

The First Disciplinary Chamber of the High Council of Justice has opened a disciplinary case on a complaint against judge of the Kyiv District Court of Odesa , Alla Malomuzh.

The decision was made on May 26.

The case was opened following a complaint filed by Khrystyna Burtnyk. The complainant drew the HCJ's attention to an investigation by Slidstvo.Info journalist regarding an apartment in the United Arab Emirates worth almost UAH 700,000.

The complaint also states that the declaration of a person authorized to perform the functions of the state or local self-government shows that the daughter of Judge Alla Malomuzh has Argentine citizenship, which, according to the complainant, may indicate that the judge has lived in Argentina for a long time and did not provide information about the use of housing in this country.

The complaint, referring to journalists' reports, states that the judge has not administered justice since February 28, 2022 (the complainant mistakenly stated 2024). This information is confirmed by a letter from the head of the Kyiv District Court of Odesa (since February 28, 2022, the judge has been on vacation (annual, additional and unpaid). The author of the complaint suggested that the judge's leave from February 28, 2022, to May 15, 2023, may have been granted without legal grounds, which could be regarded as a deliberate and intentional evasion of official duties. Such actions of a judge may discredit the title of judge or undermine the authority of justice.

Journalists found information about the judge's Dubai real estate in documents kept by the Dubai Land Department. According to these documents, it is a 117-square-meter apartment in the 14-storey Orin Building, located in the Al Barsha district, a 15-minute drive from Dubai's Palm Jumeihra island. The property consists of a hall and two bedrooms.
