Kherson Municipal Guard Acquires 12 Pickup Trucks for ₴16.8M Amid Audit

In Kherson, the Municipal Guard contracted for the second time for the purchase of 12 pickup trucks at the expense of the Kherson City Territorial Community budget without using the electronic procurement system. The total amount was UAH 16.8 million.

The relevant information was published on the Prozorro platform.

The new contract with the supplier, Motor Development Group LLC, was signed on March 27.

Back on February 28, the previous contract concluded under a simplified procedure was published. At the time, Kherson MVA explained that this was allowed by law during martial law if the region is in a war zone and there is an urgent need for purchases. This procedure is provided for by Resolution of the Cabinet of Ministers of Ukraine No. 1178.

The explanation for the procurement stated that MG T60 pickup trucks were needed to patrol the city, protect municipal property, make quick trips and ensure public order.

The audit found that the procuring entity did not violate the localization requirements, as the pickup trucks are classified as cars, not trucks. The expected value was determined based on market prices and commercial offers from suppliers. In addition, the procurement was made without an electronic system, which was explained by the decision of the regional military administration due to martial law.

Despite the violations, the procuring entity corrected the deficiencies and provided all the necessary documents. As a result, the State Audit Service closed the issue of the legality of the procurement.

According to Opendatabot, Motor Development Group has been operating in the market since 2018. Its main activity is the sale of cars and passenger vehicles. In addition, the company is engaged in vehicle maintenance, construction, electrical work, wholesale trade, vehicle rental, and other areas. The company's founder and beneficial owner is Gennadiy Piontkovsky, and its CEO is Oleksiy Glushko. The authorized capital of the company is UAH 4.4 million.

In 2024, the company generated revenue of UAH 109.5 million, which is significantly higher than in 2023 (UAH 27.2 million). The company's assets increased to UAH 94.9 million and liabilities to UAH 79.2 million.

In recent years, the company has been actively involved in public procurement. In 2025, it signed contracts worth UAH 16.8 million, with the largest customer being the Municipal Guard of the Kherson City Council.

Earlier, Intent wrote that Kherson MVA allocated more than UAH 10 million to finance the activities of Municipal Guard.

Meanwhile, the head of the Municipal Guard of the Kherson City Council, Serhiy Andreev, has neither his own nor rented housing, but he indicated a salary of UAH 34 million that he earned last year.
