Kherson MVA classified data on owners of kiosks in the city center

The Kherson City Military Administration refused to provide information about the owners of the new kiosks that appeared on the territory of the former Crystal market in the center of Kherson.

This was reported by the Hryvnia newspaper.

Officials refused to respond to a journalist's request for passports of tie-in, land use, and owners of temporary structures, citing risks to the safety of residents and possible consequences for property. However, according to the lawyers, this response violates current legislation.

As explained by the lawyers, a formal reference to martial law without detailed justification is not a legal basis for restricting access to public information. The officials who signed this response may be held liable for an administrative offense.

The publication notes that the kiosks were installed in a high-risk area where there is a risk of enemy shelling and drone attacks. The permission to place the structures was granted during the term of the former head of the Kherson MVA Roman Mrochko.

In 2023, the authorities claimed that the territory of the Krystal market was intended for temporary structures in accordance with the city's Master Plan, and promised to create a recreation area. At the same time, it is not known for certain whether this General Plan exists at all - it was not approved before the full-scale invasion of Russia.

Officials claim that the initiators of the kiosks were entrepreneurs and the market administration. However, it is not reported who exactly became the owner of the new kiosks. Open registers do not contain information about the tenant of the land plot or any permits. All that is known is that the plot is communal and has a designated purpose - the construction of a shopping and service center.

The media noted that they are preparing a complaint to the authorized bodies because of the Kherson MCA 's unreasonable refusal to provide information. Journalists also continue to find out who is behind the new kiosks and in whose interests the frontline city center is being built up.

On April 17, President Zelensky fired the head of the Kherson MVA, Roman Mrochko, who had been heading the administration since March 2023.
