Kutsurub Council Signs ₴3M Direct Contracts for Road Repairs Amid Threats

The Kutsurub village council in Mykolaiv region has signed two contracts for major road repairs in the villages of Chervone Parutyne and Ivanivka. The total cost of the works is almost UAH 3 million. Both agreements were signed without open bidding - directly with the contractor.

This became known from the monitoring of the Prozorro electronic procurement system.

Stepova Street in the village of Chervone Parutyne will be repaired for UAH 1.99 million. The works are scheduled to be completed by July 31, 2025.

Another UAH 1 million 809 thousand will be spent on repairing Myru Street in the village of Ivanivka - from Pershotravneva Street to Schmidt Street. The deadline for completion is October 31, 2025.

The contractor for both projects is Pivden-Dorbut LLC. The village council conducted both procurements without using the electronic system, taking advantage of the exceptions provided by law for the period of martial law.

As stated in the Cabinet of Ministers' Resolution No. 1178, direct contracts in such cases are possible on the basis of clauses 11 and 13 of the Peculiarities of Public Procurement, without a prior tender.

According to the YouControl service, Pivden-Dorbut LLC has an authorized capital of UAH 100 thousand. The main activity is the construction of roads and highways. The head and signatory of the company is Yevhen Kruglikov, and Viktor Diagolchenko is also listed as a signatory.

Kutsurub village council is the main customer of this company's work. According to Prozorro, the total amount of contracts with the council exceeds UAH 24 million. Other major customers include the Mykolaiv Oblast Road Service and several other local councils.

It is worth adding that the Kutsurubska rural community, located in Mykolaiv district in southern Ukraine, is under constant threat of enemy shelling. Due to its proximity to the front line, the community is attacked almost daily, both by artillery and drones.
In 2022-2023, the Kutsurubska community was one of the most affected among the frontline territorial associations in Mykolaiv region. Private houses and infrastructure were destroyed as a result of regular shelling.

Intent has already written that tenders will be held for road maintenance in Mykolaiv region. More than UAH 900 million has been allocated for this purpose. The selected contractor will take care of the roads until May next year.
