Mykolaiv auditors prevented violations worth 276 million in procurement

From January to September 2024, auditors in Mykolaiv region completed 313 public procurement audits. After the procurement audits, the auditors returned financial and material resources worth UAH 72.8 million to the state.

This was reported by the press service of the Southern Office of the State Audit Service in Mykolaiv region.

The monitoring helped to avoid violations in the procurement sector worth almost UAH 276 million. This was made possible by terminating 43 contracts worth UAH 163.5 million and canceling 23 procurement procedures worth UAH 112.4 million.

In the first 9 months of 2024, the auditors conducted 7 state financial audits covering almost UAH 3.7 million of state and municipal resources. Ineffective management actions or risky transactions were identified, which led to revenue losses and unnecessary expenses amounting to almost UAH 523 million.

The auditors made 70 proposals, 28 of which were aimed at achieving economic results. Of these, 36 proposals were implemented, which allowed us to recover losses totaling almost UAH 95 million. Thanks to the implemented recommendations, the economic effect amounted to more than UAH 10 million.

In order to ensure that those responsible for the violations found are held accountable, the materials of 22 audits were submitted to law enforcement agencies. As a result, 8 pre-trial investigations were initiated, 2 written notices of suspicion of a criminal offense were served, and 16 audits, procurement checks and audits were included in criminal cases.

The courts issued 16 decisions in favor of the Department.

At the end of September, in Mykolaiv, the auditors succeeded in canceling a nearly UAH 15 million contract. It was found that the customer had unlawfully selected the winner of the tender. The auditors ordered the Infrastructure Department of Mykolaiv Regional State Administration to cancel the contract.

The auditors also found financial irregularities worth more than one million hryvnias at the Yuzhnoukrainsk utility company. The audit materials have been sent to the police. The violations included overpriced work and labor costs, payment for unconfirmed replacement of concrete curbs, purchase of fuel without a tender, and shortages of production stocks.

In early August 2024, a case was brought to court on charges of four people involved in an embezzlement scheme for the purchase of air conditioning systems at the South Ukrainian NPP. According to the investigation, the head of the production and technical equipment department facilitated the victory of two companies in the bidding for the purchase of industrial air conditioning systems. The equipment was delivered at inflated prices, which resulted in over UAH 12.3 million in losses to the state.
