Mykolaiv awarded a thirty-million contract to repair water supply to an Odesa company

In Mykolaiv, a thirty-million-dollar contract to repair the water supply system was awarded to a company that was accused of overcharging in the same tender. In addition, three agreements for the reconstruction of the main water supply system worth 128 million have recently been terminated in court.

This was reported by the Center for Public Investigations with reference to the Prozorro electronic procurement system.

On December 19, the Department of Urban Development and Architecture of Mykolaiv Regional State Administration signed an agreement for the reconstruction of a 600 mm water pipeline along Heroiv Ukrayiny Avenue and Parusny Lane from the culvert to Flotska Street.

Only one bidder, Odesaspetsenergo LLC, submitted its proposal and was awarded the contract for UAH 33 million 386 thousand 145.

According to the contract, the contractor has until December 31, 2024 to complete the reconstruction of the water supply system.

According to the YouControl online analytical system, OdesaSpetsenergo LLC was registered in 20006 with a registered capital of UAH 190 thousand. The head of the company is Vadym Shevelenko.

The main KVED of the company is electrical installation works. In addition, the company has eight other types of activities.

Since 2020, the company has earned UAH 139 million 582 thousand 725 from public procurement. The largest profit from procurement was in 2023, when the company received more than UAH 91.8 million in contracts, while in 2024 it received only UAH 45.9 million. In general, the services of the company were used by the Department of Urban Development of Mykolaiv Regional State Administration.

In October 2024, the head of the NGO Platform Public Control filed a criminal complaint against the company for overcharging for the reconstruction of a 600 mm water pipeline along Flotska Street from Parusnyi Lane to Sheptytskoho Street.

However, the circumstances specified in the chairman's statement were not sufficient to verify the specific facts for the presence of corruption criminal offenses, so the case was never initiated and the court complaint was not satisfied. In total, OdesaSpetsenergo LLC was involved in 63 criminal cases.

In early December, the Commercial Court of Mykolaiv Oblast invalidated three more contracts between the Urban Development Department of the Mykolaiv Oblast Military Administration (OMA) and OdesaSpetsenergo LLC for the reconstruction of the main water supply system. The total amount of these agreements is over UAH 128 million. The court ruled that OdesaSpetsenergo's proposals did not meet the requirements of the tender documents.

In September, eight agreements for the reconstruction of the water supply system in Mykolaiv worth a total of UAH 836 million were signed following the tenders. Procurements worth another UAH 209 million were challenged in the AMCU. The reconstruction should be completed by the end of 2024. It is planned to replace 12 sections of the water supply system throughout the city. In the summary of resources, most of the money is spent on water pipes. Prices of pipes are 2-3 times higher than market prices.
