Mykolaiv City Council Allocates ₴50M to Mykolaivvodokanal Debt Amid Budget Rise

Mykolaiv city council decided to allocate UAH 50 million to pay off the debts of Mykolaivvodokanal, increasing the city budget expenditures to over UAH 6.1 billion. The deputies supported the reallocation of funds to various city programs and financing of the company's obligations.

The relevant draft decision was adopted at the session of the Mykolaiv City Council.

The Mykolaiv City Council has reallocated the budget for 2025, deciding to allocate UAH 50 million to pay off Mykolaivvodokanal's debts to international financial organizations. Total city budget expenditures in 2025 will exceed UAH 6.1 billion.

At the session of the City Council, the deputies considered the updated budget, including the allocation of funds to pay off the debt of the utility company. The funds will be provided by increasing the authorized capital of Mykolaivvodokanal and repaying the loan and interest.

Vira Svyatelyk, Director of the Finance Department, noted that the free budget balance currently amounts to UAH 683 million. The allocation of funds will also apply to other areas: UAH 7.5 million will be allocated to the executive committee, UAH 4 million to the education department, where UAH 1.6 million is part of the subvention for the construction of shelters in schools. In addition, UAH 6.6 million will be allocated to the Health Department and the Department of Housing and 11.7 million to the Department of Energy.

MP Olena Kiseleva expressed concern about the amount of debt ofMykolaivvodokanal. The director of the finance department explained that it was necessary to cover the company's debt obligations under sub-loan agreements with international financial organizations. It was also noted that the city council plans to increase its staff by 15 people, for a total of 1110 employees.

Fedir Panchenko asked whether the amendments of the budget commission had been taken into account, to which Svyatelyk replied that the amendments had not been taken into account. Panchenko voiced his amendments to the draft decision.

The total revenue of the community budget will amount to more than UAH 5.5 billion, with expenses of more than UAH 6.1 billion. Almost 4.9 billion hryvnias are allocated to finance city programs. The deputies supported this decision.

Mykolaiv deputies also did not support a number of land decisions combined into packages, as some of them insisted on the need for more time to familiarize themselves with the documents. Due to disputes and distrust of package voting, the decisions did not receive the required number of votes.

Earlier, the city approved a project to reconstruct a section of the main water supply system worth more than UAH 120 million. However, the deputies did not support the decision on the participation of utility companies in procurement - despite the arguments of the Department of Housing and Communal Services, doubts arose about the feasibility, so the consideration was postponed to the next meeting.
