Mykolaiv Mayor Urgently Convenes City Council to Address Key

The mayor of Mykolaiv, Oleksandr Senkevych, unexpectedly convened the deputies of the Mykolaiv City Council to continue the 43rd regular session.

The order to convene the city council session was published on April 29, and a plenary meeting in the format of a video conference was scheduled for that day, at 11:00 a.m.

The reasons for the urgent convocation of the session have not been officially announced, but this approach raises natural questions about transparency and compliance with procedures. After all, the MPs did not actually have the opportunity to familiarize themselves with the agenda and properly prepare for the discussion of issues. It is worth noting that the session discussed important issues for the city.

Only 33 out of 54 deputies registered for the online meeting.

The mayor said that if there is a majority of the total number of deputies, i.e. at least 28 people, the city council is authorized.

According to Sienkevych, during the previous meeting on April 24, 2025, the agenda for land, budget and current issues was approved. Land and budget issues have already been considered, as well as some current issues. As of today, there are four outstanding issues.

In particular, these are:

1. Regulation of certain issues in the field of public procurement, where municipal institutions of the city council act as customers or participants.

2. Granting consent and acceptance of state-owned objects into municipal ownership.

3. Amendments to the decision of December 28, 2024, on the transfer of vocational education institutions to the ownership of the Mykolaiv community.

4. Amendments to the decision of the city council of December 24, 2020, on the distribution of powers in the field of property transfer.

On April 24, Mykolaiv deputies did not support several land decisions that were combined into packages - some of the deputies demanded more time to read the documents. Due to disputes and distrust of package voting, the decisions did not receive the required number of votes.

The deputies also decided to allocate UAH 50 million to pay off the debts of the city's water utility, increasing the city budget expenditures to over UAH 6.1 billion. The deputies supported the reallocation of funds to various city programs and the financing of the company's liabilities.
