Odesa Allocates ₴2M for Youth Hub Construction Amid Infrastructure Revamp

Members of the Standing Committee on Planning, Budget and Finance have approved the allocation of UAH 2 million for the construction of a youth hub in Odesa.

The decision was made during a meeting of the commission on April 9.

Thus, at the meeting of the budget commission of the Odesa City Council, the issue of redistribution of funds within the city target program "Youth of Odesa" was considered.

As explained by the chairman of the commission, Oleksii Potapskyi, the Department of Internal Policy initiated the allocation of UAH 2 million out of the total project amount of UAH 17 million to launch tender procedures for the construction of the Youth Hub cultural space. The funds are needed to start construction work.

The commission members supported the proposal unanimously.

Odesa will also receive a subvention in the total amount of UAH 358 million as part of the state program for co-financing projects to restore Ukraine. According to Oleksiy Potapsky, the funds are planned to be used to implement a number of important infrastructure projects, including

- major repairs of school No. 12

- major repairs to school No. 61;

- major repairs to the infectious diseases hospital;

- renovation of maternity hospital No. 5;

- renovation of the "M" building of the infectious diseases hospital;

- additional works at the City Clinical Hospital No. 1.

"It's great that we are allocated this money. As part of this project, the city spends 20%, the rest is provided by the state. So this needs to be supported," Potapsky said.

Earlier, the members of the Standing Committee decided not to approve the allocation of UAH 40 million for the repair of the building that will house the Youth Municipal Center.

In February 2025, the commission already rejected this project. At the time, Natalia Soinikova, head of the Youth Policy Division of the Department of Internal Policy, explained that the Youth Municipal Center had won a grant from the United Nations Development Program for $149,000 to begin repairs to the building. However, to receive this money, there must be co-financing. The total cost of the work, she said, is 42 million hryvnias.
