The Department of Economic Development of Odesa City Council has prepared amendments to the City Target Program for Improving the Competitiveness of Odesa's Economy for 2022-2027.
As Andrii Rozov, Director of the Department, said during a meeting of the Standing Committee on Municipal Property, Economic, Investment, State Regulatory Policy and Entrepreneurship, the amendments will be made to the program's part on measures to support the development of small and medium-sized businesses.
If the new measures are implemented, the company's funding will increase by UAH 12.1 million annually starting in 2025. In particular, it is planned to propose to the city council members to introduce grants for participation in exhibitions and offline events in Ukraine and abroad, printing promotional materials and publishing information in professional catalogs. In this area, it is planned to compensate 50% of the costs, but not more than UAH 100,000 for legal entities and UAH 50,000 for individual entrepreneurs.
Another area proposed is a mechanism for partial compensation of business expenses for overcoming the consequences of missile and other air attacks by the Russian Federation. Currently, the department proposes to develop a mechanism to compensate for the cost of damage assessment in an amount equal to 50% of the costs, but not exceeding UAH 100 thousand. It does not matter whether it is a private entrepreneur or a legal entity.
Currently, a similar mechanism is in place for individuals, but there is no procedure for reimbursing businessmen for repairs after impacts.
In addition, the department proposes to add 20% to the microgrants from the state for participants in the state program "Own Business," as explained by Andriy Rozov, we are talking about amounts from 10 to 50 thousand hryvnias, as well as partially compensate from the city budget for the own contributions of grantees under this program who are combatants or persons with disabilities resulting from the war. This means 50% of the amount of their own contribution, i.e. up to 110 thousand hryvnias.
Thus, it is proposed to add 500 thousand to the program in 2025-2027 to provide grants for exhibitions, 700 thousand to compensate for damage assessment, 10 million to help microgrant recipients, and 900 thousand to compensate for their own contribution.
The department expects that this will allow at least seven entrepreneurs to receive an exhibition grant, the same number to receive compensation for assessment, 250 entrepreneurs to receive microgrants, and six business owners to receive compensation for their own contribution.
