Odesa Region Ranks 3rd in Unpaid Traffic Fines, 735K New Fines Recorded

Odesa region is in the top three due to unpaid traffic fines.

This is evidenced by data from the monitoring service Opendatabot.

Overall, since the beginning of the full-scale invasion, the number of debts for unpaid traffic fines has increased by 2.4 times. According to the Unified Register of Debtors, 735 thousand new fines were recorded last year alone, of which 37% have not yet been paid, and the total number of fines at the end of last year was 1.8 million.

Statistics show that 83% of debtors are men, with almost half of the proceedings opened in 2024 involving drivers aged 25-45, and the share of violations among women has increased from 9% in 2021 to 17% now. In terms of regional indicators, Dnipro region (10.4%) and Kyiv (10.3%) have the largest share of unpaid fines, while Odesa region accounts for 7.8% of the total.

On average, the number of overdue and unpaid fines over the past year has increased 3 times compared to 2021. The largest increase was recorded in Zakarpattia region (5 times), and in Odesa and Ternopil regions - almost 4 times. It should be noted that proceedings on unpaid fines have significantly decreased in the occupied territories of Luhansk (-89.7%), Donetsk (-30.4%), and Kherson (-27.2%).

Recently, Intent wrote that Odesa region was among the regions with the highest number of lawsuits for condominium debts. In addition, Odesa region became the leader in the south in terms of the number of relocated companies in 2024. Odesa region was also among the top three regions of Ukraine where foreign nationals were most active in starting a business in 2024.

Meanwhile, in 2024, Odesa region was ranked among the three regions that best implement modern digital technologies. This was confirmed by a study that evaluates the work of digitalization specialists and regional military administrations.
