Odesa's 2024 budget revenues reach ₴15.1B, up 2% from plan

The Department of Finance of Odesa City Council has published its report for 2024. In particular, the budget revenues of the Odesa city territorial community amounted to UAH 15.1 billion, which is 2% more than the planned level.

This is stated on the municipality's website.

The bulk of the revenues came from personal income tax - UAH 6.49 billion, which is 55.6% of the general fund. Other significant sources were the single tax of UAH 2.18 billion (18.7%), property tax of UAH 1.37 billion (11.7%), and excise tax of UAH 927 million (8%). Compared to 2023, general fund revenues, excluding transfers, increased by UAH 807.4 million (+7.4%).

Approved budget expenditures amounted to UAH 16.3 billion, while actual expenditures amounted to UAH 15.15 billion, which is 93% of the planned level. The largest funds were allocated for defense and security - UAH 1.42 billion, education - UAH 1.84 billion (state subvention), social programs - UAH 7.77 billion (35 city programs), and public sector salaries - UAH 5.47 billion, which is 27.1% more than in 2023.

UAH 4.3 billion was allocated for the development of urban infrastructure, which is 25.7% more than in the previous year. The main projects include the Safe City of Odesa program with funding of UAH 1.17 billion, civil protection measures worth UAH 1.2 billion, support for territorial defense, which was allocated UAH 213 million, and one-time assistance to mobilized persons in the amount of UAH 30.5 million.

As of January 1, 2025, Odesa has spent almost UAH 2.38 billion from the city budget for defense needs in 2014. The funds were used to support the Ukrainian military and to restore damaged infrastructure after the shelling.

Earlier, members of the Odesa City Council allocated more than UAH 92 million in the city's 2025 budget to restore residential buildings damaged by Russian strikes.
