Odesa's Civil Defense Facility Overhaul Cost Rises by ₴2.5M Amid Tender Changes

In Odesa, the overhaul of a civil defense facility at 67 Staroportofrankivska Street has risen in price by almost UAH 2.5 million.

On February 27, a new tender was posted on the Prozorro platform marked "Adjustments".

The customer of the work was the utility company Service Center. According to the announcement, the contractor must complete the renovation of the facility by May 31, 2025.

Applications for participation in the tender will be accepted until March 16. At the same time, the tender is declared "with special conditions," which may indicate a tight deadline and a likely lack of competition.

Initially, in June 2024, Municipal Enterprise "Service Center" signed a contract for the overhaul of this protective structure with LLC "Stroy-Invest-Group-7" for UAH 4.38 million. However, the new tender indicates an increase in the cost of the facility.

As a rule, adjustments to the estimate are associated with additional costs due to an increase in the scope of work or rising prices for construction materials.

According to the YouControl service, Stroy-Invest-Group-7 LLC is registered in Odesa. The company is owned by Oleksandr Zinchenko and Dmytro Romanyuk.

Earlier, the BES rejected the winner of a tender to restore a building in Odesa that was destroyed by Russians. Analysts found that Stroy-Invest-Group-7 LLC did not have the necessary material and technical base to carry out the repairs, and did not confirm the availability of qualified employees. This means that it did not meet the requirements of the tender documentation.

Moreover, the company simultaneously entered into several contracts for construction work with different companies during the same period, without having a sufficient number of employees. Due to the identified violations, the contract with the contractor was terminated on the BES's recommendation, which prevented the misuse of budget funds.

Recently, the Usativ village council of Odesa district announced a search for a contractor to select a company to pay for the construction of a protective structure, an anti-radiation shelter, in the village of Illinka.

Meanwhile, in Chornomorsk, Odesa Oblast, an agreement was signed to build a shelter for Lyceum No. 3, but the tender raised questions about the cost of materials.
