Odesa utility companies have decided how they will use one hectare for two

The Commission on Spatial Development, Land Management and Regulation of Land Rights of the Odesa City Council has agreed for the second time to submit the issue of granting a land plot on Khimichna Street for permanent use to two utility companies at once.

The decision was made at a meeting on May 3.

However, with the condition that the issue may be returned to the commission after the legal department of the city council provides its conclusions. The fact is that the municipal enterprises Miskzelentrest and Odeskomuntrans are located in the same building on different floors. They share a land plot of a little over one hectare, but the deputies, including lawyers by profession, did not find any grounds provided for by law to allocate one plot of land for permanent use to two utilities at once. It is technically impossible to put a fence on the plot to divide it.

The utilities requested that the land be given to them for permanent use for the placement and operation of the main auxiliary and support buildings and structures of processing, engineering and other industries.

The commission considered this issue on March 25, on the eve of the city council session, but then it was postponed because the deputies demanded that the utilities provide a scheme of how they plan to use the land together. At that time, the utilities could not provide such a scheme, but they did provide it for the April 3 meeting. Therefore, the deputies decided to preliminarily support the consideration of this issue by the session, but on condition that the legal department provides its review.

Meetings of permanent deputy commissions to consider issues that may be submitted to deputies for consideration at sessions begin immediately after a city council session to prepare issues for the next one, and Intent monitors these meetings.

There are 12 standing committees in Odesa city council, but as of February 22, 2025, the standing committee on culture, tourism and international relations and the standing committee on regulations, deputy ethics and corruption prevention cannot make decisions, as they currently have less than three deputies.
