The contract for the construction of a shelter near school No. 41 in Kherson was awarded to a company that had changed its owner and residence on the eve of the tender. The company looks like a one-day shop and has no proven experience in similar work.
This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.
After the scandal with the company associated with the leadership of the Kherson MBA, Megaplan Fast LLC was awarded a new contract for the construction of a shelter near school No. 41 in Kherson. This company changed its owner, address, and increased its authorized capital just a few days before the tender, and immediately became the winner.
The procurement worth almost UAH 56 million was made by the Capital Construction Department on April 30. The works are to be completed by the end of August.
The tender was held without an open auction, and the winner was a company with a suspicious history. According to YouControl, the company was registered only in 2024, has a capital of 40 thousand hryvnias and more than 20 unrelated activities - from construction to fuel and furniture trade and courier services.
The company has won only one government contract. According to Newtime Kherson, the new contractor is Megaplan Fast, which has all the hallmarks of a one-day company. The new owner of the company is Roman Matveev, and its previous beneficiary is Svitlana Azarova, the founder of more than 180 companies across Ukraine.
The previous contractor, Budpostach-STSV LLC, was at the center of a corruption scandal. Its head, Oleksandr Novokhatskyi, was detained on suspicion of extorting kickbacks from an entrepreneur.
According to the ruling of the Central Court of Mykolaiv, the director was found guilty of corruption. According to the investigation, it was about half a million for influencing Khersonteploenergo officials. After the exposure, the company changed its manager and voluntarily terminated the contract, having managed to use more than 32 million hryvnias.
On the day the contract was terminated, April 25, Megaplan Fas updated its data in the register, and on April 30, it received a new contract for the same work.
In Kherson, the city authorities also signed new contracts for the maintenance of simple collective defense shelters. The total value of the signed contracts exceeds UAH 17.8 million. All eight contracts were concluded without the use of an electronic system, which excluded the possibility of open competition.
