Two Kherson Residents Exposed as Collaborators with Russian Occupiers

Two local residents who voluntarily joined the ranks of the pseudo-government created by the Russian invaders after the beginning of the temporary occupation were exposed in Kherson region, one of them headed a "ministry" and the other became a "deputy head of the council."

This was reported by the Kherson Regional Prosecutor's Office.

As investigators found out, in September 2023, a resident of Kherson voluntarily agreed to head the so-called "Department for the Control of Telecommunications and Telecommunications" in the fake "Ministry of Digital Development and Mass Communications of the Kherson Region." And in August 2024, he was promoted to an even higher pseudo-position - he became the acting minister of this department.

He recruited specialists, transferred local networks to Russian ones, blocked Ukrainian communications, and helped Russia control the information space in the occupied territory.

Thus, the man contributed to the full control of the aggressor country over the information space in the occupied territory of Kherson region. For this, the Kherson resident was served in absentia a notice of suspicion of collaboration under Part 5 of Art. 111-1 of the Criminal Code of Ukraine.

The other suspect will be tried for joining the pro-Kremlin United Russia party and becoming the "deputy chairman of the council of deputies" in the occupied town of Oleshky. The woman acted as the chairman, chaired meetings, signed documents and managed the "council's" accounts in Russian banks.

The indictment against the woman has already been submitted to court. Her actions were classified as collaboration under Part 1 of Article 28, Part 5 of Article 111-1 of the Criminal Code of Ukraine. Both defendants face up to 15 years in prison with confiscation of property.

Meanwhile, the Kherson Region Prosecutor's Office has brought 124 cases of treason and collaboration to court, including the lyceum director, heads of energy companies, gauleiters, and others. In the first three months of 2025 alone, 131 criminal offenses of this category were recorded in the region.

Most of the crimes - 99 - involved collaboration. Another 14 cases concerned aiding and abetting the aggressor state, and 16 cases involved treason. In addition, two cases of illegal dissemination of information on the movement of Ukrainian troops and weapons under martial law were recorded.

Also, a Russian who headed one of the occupation administrations in Kherson will be tried in Ukraine
