NABU begins to find out how former prosecutor from Odesa region got real estate in Dubai

The National Anti-Corruption Bureau has opened a criminal investigation into the alleged declaration of false information by former Deputy Prosecutor of Odesa Region Oleh Kornilov.

This was reported by the NABU press service in response to a request from journalists of the Schemes investigative program.

"The information published in the Schemes investigative journalism program regarding the assets, including real estate, of the former head of the Odesa Region Prosecutor's Office is the subject of a pre-trial investigation in criminal proceedings initiated by NABU detectives on December 20 on the grounds of a crime under Article 366-2, paragraph 1, of the Criminal Code (declaration of false information)," the press service of the anti-corruption bureau said in a response.

Earlier, the NACP website posted a message about the completion of the verification of Kornilov's declaration, based on the results of which the agency drew up a conclusion and published it on its official website. In particular, the NACP confirmed that he had undeclared real estate in Dubai, which was previously reported by Skhemy.

This is the Dubai Unlocked project, which also featured former Minister Mykola Zlochevskyi.

"During the inspection, the National Agency found that the declarant owns real estate located in the United Arab Emirates, as evidenced by the official land registry of Dubai," the NACP said in its inspection report.

He purchased apartments worth more than $400 thousand in Jumeirah Bay X1 Tower in 2011-2012, and in 206 he became the owner of a hotel room in Aykon City-Tower B. The ex-prosecutor has been renting these apartments since 2014, as evidenced by the transaction data from the Dubai Public Registry, which is available to journalists. In total, he managed to earn more than USD 100 thousand from such activities.

In 2020, the ex-prosecutor first sold one apartment, and then the second, in 2023. He received a total of over USD 250 thousand for them. As of December 2024, Kornilov still owns a hotel room, which he purchased for USD 210 thousand.

When asked by journalists about real estate in Dubai, Kornilov said: "I don't have any apartments there," and after clarifying that this data was confirmed by the country's official registry, he hung up and did not respond to further calls and messages.

The NACP also found that the Odesa ex-prosecutor did not indicate in the declaration monetary assets, income, corporate rights, and the cost of vehicles worth more than UAH 2 million.

Oleh Kornilov was the deputy chief prosecutor of Odesa region, after which he was promoted to the position of deputy head of the investigation department of the regional prosecutor's office, and later became the head of the department. However, in 2014, after the Revolution of Dignity, he was lustrated and dismissed from his position in accordance with the law "On the Purification of Government." However, he later sued to get his position back and received 2.3 million hryvnias for "forced absenteeism" since 2014. After his reinstatement, Oleh Kornilov remained in office for a little over a year, and in August 2022, he resigned "of his own free will."

Earlier it became known that judge of the Kyiv District Court of Odesa Alla Malomuzh did not indicate in her declaration the rental of an apartment in the United Arab Emirates worth almost 700 thousand hryvnias.
