Antimonopoly Committee Reviews Case Against Mykolaiv's

Antimonopoly authorities have started a case against a Mykolaiv-based company for failing to submit the required information on time. The company may be fined.
This was reported by the press service of the Southern Interregional Department of the Antimonopoly Committee of Ukraine.
The Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine has completed the preparation of preliminary conclusions in the case against Antares-Bud. The company is accused of violating the legislation on the protection of economic competition by failing to provide the requested information within the established timeframe.
In its submission dated February 26, 2025, the committee proposes to recognize the company's actions as a violation and impose a fine in accordance with Article 52 of the relevant law. The final decision is to be made on May 6, 2025, at a meeting of the administrative board in Odesa.
Representatives of Antares-Bud LLC were invited to familiarize themselves with the case file and submit their objections or evidence before the scheduled hearing. In case of participation in the meeting, they must have the relevant documents to confirm their authority.
The company has repeatedly been involved in both journalistic and criminal investigations.
Antares-BUD was established in 2000 and is co-owned by Volodymyr Tsutskarev and Yulia Filippova, a father and daughter from Mykolaiv. The company is involved in criminal proceedings regarding the possible embezzlement of budget funds during the overhaul of the roof of a school in the village of Lupareve.
Between 2009 and 2024, the company received almost a billion hryvnias in contracts from the budget. Its customers were utility companies, capital construction departments, as well as educational and medical institutions.
In April 2025, this company won a tender for the reconstruction of the regional children's hospital in Mykolaiv for more than UAH 600 million, despite a more expensive offer. Earlier, the company had already received an order to build two shelters in Mykolaiv hospitals for a total of UAH 145 million.
In addition, last year the company received UAH 60 million to build a shelter at the regional children's hospital. The procurement took place in the format of an open tender with special conditions, but only one company, Antares-BUD, took part in it.
Last summer, the company also signed a contract for UAH 35 million to equip a shelter at Vradiyivka Lyceum No. 2, a tender that caught the interest of the Antimonopoly Committee. The auditors asked for a justification of the expenses and the expected cost of the purchase.
More than UAH 138 million was allocated to repair one of the buildings of the oncology dispensary. The work began in 2019, and in 2021, 85% of the facility was reported to be ready. Antares-BUD was also the contractor at the time.
