Kherson prepares to spend additional 3 million on a memorial to fallen soldiers

The Kherson City Funeral Service has announced a new tender for UAH 3.2 million to build a memorial complex in honor of those killed in the war zone.
The relevant information was published on the Prozorro platform.
The memorial is to be expanded at the cemetery near Geologists. Prior to that, the funeral service ordered 110 sets of granite monuments from private entrepreneur Vitaliy Kahalnyak, which include a cross, a slab, a pedestal, a photo insert and a plaque. For this, the sole proprietor will be paid UAH 5 million 736 thousand. The contractor must manufacture and deliver the granite monuments by December 15, 2025.
The new procurement involves a range of earthworks, construction and improvement works. In particular, the contractor is to arrange a road surface made of shaped paving elements over an area of almost 600 m², install foundation slabs, concrete curbs, granite benches, vases, grave markers and flagpoles. A total of 105 black granite burial complexes are to be installed.
The terms of reference state that the materials must meet high quality standards. In particular, the granite should have a mirror polish, be free of cracks and inclusions, with a uniform structure and deep color.
The cost of the new tender was estimated at UAH 3.24 million. The cemetery improvement works are to be completed by December 15, 2025.
Applications from potential contractors will be accepted until May 9, and on May 12, an auction will be held in the format of an open bidding with special features, which means a tight deadline and, presumably, no competition.
In late January, the Kherson City Ritual Service held a tender to expand the memorial complex at the city's Geologists Cemetery. Three entrepreneurs came to the tender with their price offers.
As a result of the tender, on February 10, a contract for UAH 4.9 million was signed with a private entrepreneur from Kherson, Vitaliy Kagalnyak. After that, auditors drew attention to the deal.
In September 2024, the Kherson funeral service had already announced an identical tender. At that time, its cost was UAH 1.3 million.
