Mykolaiv-based company receives half a billion for Energoatom contract

Energoatom's contract for almost half a billion hryvnias was awarded without competition to a company from Mykolaiv. Earlier, the company was accused of price gouging and misappropriation of budget funds for contracts for the South Ukrainian NPP.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

In early April, Energoatom announced a tender for the replacement of transformers for more than UAH 483 million. The selected contractor must provide services by December 31, 2025. Only one bidder submitted its proposal, Yuzhenergobud, a company based in Mykolaiv. The company's offer was UAH 56,315 less than the expected purchase amount. The tender was classified as construction works and current repairs. On May 8, the contract for the works was signed with the company.

According to the YouControl analytical system, Yuzhenergobud PrJSC was registered in 1993 with an authorized capital of over UAH 4 million. The company is part of the Bugskie Karieri Corporation. The company is currently in bankruptcy proceedings, but continues to receive government contracts.

In 2023-2024, the company was mentioned in journalistic investigations at least nine times - due to price gouging, collusion in tenders, and possible embezzlement of budget funds.

Since 2015, the company has won government contracts worth UAH 4.2 billion, including UAH 2.9 billion in 2024 alone and UAH 700 million in 2025. The main customers during this period were the South Ukrainian NPP and Energoatom JSC.

In 2022, the company was involved in a criminal case regarding repair work at the same nuclear power plant. According to the investigation, no work was done to reconstruct the fire alarm system, but false cost data was entered into the acts. The losses amounted to more than UAH 9 million. Then the company's property was seized.

According to Nashi Hroshi, despite the bankruptcy since 2007, Yuzhenergobud has regularly won tenders for the South Ukrainian NPP. In 2023, the company received a contract worth UAH 600 million. The company is owned by businessman Matvii Yasenytskyi, whose relatives also have companies with contracts at the South Ukrainian NPP.

For example, in 2023, his wife's company received more than UAH 360 million for cables and bags with multiple price overcharges. At the same time, Ihor Polovych, the director of PSP, according to media reports, lived in a house owned by the same family. In 2024, Polovych was replaced by Viacheslav Stoyanov, but Yasenytskyi's firm continues to receive contracts, now with hidden estimates.

Last December, the construction of the South Ukrainian Nuclear Power Plant was also ordered without a tender. The deal for more than 2 billion hryvnias was concluded directly with Yuzhenergobud. In 2022, this company was already suspected of misappropriating budget funds on other contracts for the South Ukrainian NPP.

In July, NABU detectives began investigating possible abuses during the completion of the Tashlyk PSP in Mykolaiv region. According to the investigation, Energoatom officials acted in the interests of Yuzhenergobud to provide the company with illegal benefits. The NABU and the SAPO believe that the parties entered into additional agreements that artificially inflated the cost of the work.
