Odesa School Shelter Renovation Awarded to Kam-Ekorembud for ₴29M Despite Cheaper Bid

In Odesa, officials chose a contractor to renovate a school shelter despite a cheaper offer. The contractor in question is Kam-Ekorembud LLC, which has previously been featured in journalistic investigations into overpricing of materials. The cost of the work is over UAH 29 million.
The Center for Public Investigations learned about this from monitoring the Prozorro public procurement system. The works are to be performed in the basement of gymnasium No. 52 on Troitska Street.
Two companies took part in the auction, which was previously reported by Intent: "Budtechno Plus offered to carry out the repairs for UAH 28.25 million, but its offer was rejected. The reason was the alleged discrepancy in the documents, although the company managed to correct them before the deadline. As a result, Kam-Ekorembud LLC won the tender, despite its more expensive offer.
According to YouControl, Kam-Ekorembud LLC is a company registered in 2020 from Odesa that specializes in final construction works. The company is headed by director Viktor Molodtsov. The founder and beneficial owner is Oksana Sheremeta, who owns 100% of the company. The authorized capital is UAH 10 thousand.
Kam-Ekorembud was previously mentioned in the media in connection with the possible overstatement of the cost of construction materials during the repair of the shelter of the city hospital No. 11 in Odesa.
As the journalists of the Nashi Hroshi publication found out, the contractor significantly overestimated the cost of materials. The overpayment on three items alone could reach UAH 1.45 million. In particular, the company indicated in the estimate the price of hot-rolled rebar with a diameter of 12 mm at UAH 55,303 per ton, and 16 mm rebar at UAH 52,630 per ton. For comparison, Metinvest-SMC offers both items at UAH 33,550 per ton, and IronWorld is even cheaper: UAH 32,368.
Until October 14, 2024, the company belonged to Andriy Koryakin, who in his 2020 declaration as a candidate for the position of chief specialist of the legal department of the Regional Council's Property Relations Department indicated that Sheremeta cohabited with him, but they were not married. At that time, Koryakin also worked part-time as an accountant-lawyer at the Bilhorod-Dnistrovskyi Special School of the Odesa Regional Council, a lawyer at the Education Department of the B-Dnistrovskyi District State Administration, and an engineer at the Blahoustrii City Center.
Since 2021, the firm has tendered UAH 63.95 million, and the current contract is the largest in its history.
