Zelensky appoints new judges in southern Ukraine

President of Ukraine Volodymyr Zelenskyy has appointed 22 new judges to local courts. Among them are three judges from the southern regions who will work in Odesa, Mykolaiv, and Kherson.
The relevant decrees were published on the President's website.
The appointments were made on the basis of the Constitution of Ukraine and the Law "On the Judicial System and Status of Judges". The new judges are expected to strengthen the justice system in the regions.
They were appointed by presidential decree:
- Iryna Yavitsa - as a judge of the Arbuzynskyi District Court of Mykolaiv Region;
- Olga Goncharova-Parfenova - as a judge of the Reniiskyi District Court of Odesa Region;
- Iryna Pylypenko as a judge of the Chaplynskyi District Court of Kherson Region. She had already worked there from 2016 to 2021).
In July 2022, after the judge left the temporarily occupied territories of Kherson region, she was seconded to the Kamianets-Podilskyi City District Court of Khmelnytskyi region.
Iryna Pylypenko's declaration includes an apartment in Beryslav, Kherson region, with an area of over 66 square meters, which she owns jointly with Yulia Ovdak and Svitlana Luzhetska, and a 2000-square-meter land plot in the village of Strilkove, Kherson region, which she has owned since 2020. Pylypenko also rents an apartment in Kamianets-Podilskyi, Khmelnytskyi region, with an area of more than 42 square meters.
No vehicles, valuable movable property, securities, corporate rights, or intangible assets are listed in the declaration.
The judge received more than UAH 1.1 million in salary at her main place of work.
The judge's monetary assets consist of cash: UAH 950 thousand, USD 23.5 thousand, EUR 20 thousand, and EUR 5 thousand declared jointly with Yulia Ovdak. She keeps another 10.9 thousand hryvnias and 94.5 thousand hryvnias on her PrivatBank accounts.
Judge Iryna Yavitsa's declaration for 2024 states that she owns a 27.2 m² apartment in Kyiv and also uses an apartment in Pivdenoukrainsk owned by another person. In addition, Yavitsa is a co-owner of two land plots in the Vradiyivka community of Mykolaiv region, with a total area of more than 38 thousand m².
Her movable property includes a 2020 Toyota Yaris, which she purchased for UAH 451 thousand.
During the year, the judge received more than UAH 1.13 million in salary at the Territorial Department of the State Judicial Administration of Ukraine in Mykolaiv Oblast. Additional income included more than UAH 5 thousand from renting property and small interest from deposits in PrivatBank.
Yavitsa's monetary assets amount to UAH 780 thousand in cash and more than UAH 264 thousand in PrivatBank accounts, some of which are registered in the name of another person,
The declaration of judge Olha Honcharova-Parfenova for 2024 shows a residential building in Odesa with an area of 288.1 m² and a land plot of 559 m² registered in her mother's name. The judge uses a 51.9 m² apartment in Rennes, owned by her and Halyna Chychkan.
The family has several cars: Ford Mustang 2017, two Ford Edge 2019 (one is used by the judge), Ssang Yong Rexton 2007 for her mother, and Audi SQ8 2024 for her husband.
The judge's monetary assets in PrivatBank amount to about UAH 234 thousand. During the year, she received UAH 869 thousand in salary, her mother received a pension of almost UAH 965 thousand, and her husband received more than UAH 1.69 million in income from professional activities.
The judge and her husband are guarantors of a loan from the State Savings Bank of Ukraine for over UAH 2.6 million (November 2024). Her husband also has a loan of UAH 1.3 million.
