In Kherson, the city authorities signed new contracts for the maintenance of basic shelters for collective protection of the population. The total amount of the contracts is over UAH 17.8 million.
This was reported by the Center for Public Investigations.
The customer was the Department of Civil Protection of Kherson City Council. All eight procurements were conducted without the use of an electronic system, which made open competition impossible.
The largest amounts went to Budladservis LLC, which totaled more than UAH 11 million.
According to YouControl, this company was registered in 2020 in Vyshhorod, Kyiv region, but after the Kherson contracts were awarded, it was re-registered to a local address. The owner and director of the company is now a resident of Zakarpattia, Ilya Lazar, and until February 2023, it was headed by his wife, Tetiana Lazar. She is the one whom Vyshhorod law enforcement suspects of involvement in the misappropriation of funds during the repair of shelters in 2022. Then, according to the investigation, she and the technical supervisor entered false data into the construction acceptance certificates, which led to losses to the state. Criminal proceedings were opened over this fact under Part 4 of Article 191 of the Criminal Code of Ukraine.

In addition to Budladservice, several other entrepreneurs will repair the shelters in Kherson. Private entrepreneur Maryna Myroshnichenko received a contract worth UAH 1.65 million. Vasyl Rzhevsky, who registered in April 2023, received UAH 2.4 million, although he had previously been involved only in construction and trade. Another contract for 2.5 million went to Kherson businessman Serhiy Sasin. The shelters will also be repaired by Serhiy Bondariev for UAH 3.5 million.
All work on the repair of the shelters must be completed by July 8, 2025.
Earlier, the Civil Protection Department of Kherson City Council signed a series of contracts totaling UAH 18.69 million within two days. All these contracts were also distributed without the use of an electronic procurement system and without an open tender.
Prior to that, local authorities in Kherson signed four contracts for the maintenance of simple shelters for collective protection of the population. The total amount of the contracts is almost UAH 10 million, and all contracts were awarded to one company from Kyiv region, Clarus LLC.
