Odesa Allocates ₴37.9M for New Municipal Youth Hub Overhaul

Odesa is starting to create a municipal youth hub. The budget for the work has been set at almost UAH 40 million.

On April 17, the municipal institution Odesa Municipal Youth Center announced a tender for the overhaul of the premises at 83/85 Uspenska Street. The expected cost of the works is UAH 37.9 million.

Funding will be provided from the local budget and other sources not prohibited by law. Proposals from contractors will be accepted until May 5, and on the same day an auction will be held in the format of an open bidding with the peculiarity that the procedure provides for a shortened deadline for submitting applications and the possibility of appeal.

The premises of the former school at 83 Uspenskaya Street are planned to be transformed into a space for youth and public organizations. It will be used for events, meetings and joint initiatives aimed at improving the lives of Odesa residents and internally displaced persons.

The idea to create the hub was supported by members of the budget committee of the Odesa City Council. According to Mayor Gennadiy Trukhanov, the project was made possible thanks to grant support from the United Nations Development Program (UNDP), which provided almost $150,000.

Earlier, the members of the Standing Committee decided not to approve the allocation of UAH 40 million for the repair of the building that will house the Youth Municipal Center.

In February 2025, the commission had already rejected this project. At the time, Natalia Soinikova, head of the Youth Policy Division of the Department of Internal Policy, explained that the Youth Municipal Center had won a grant from the United Nations Development Program for $149,000 to begin repairs to the building. However, to receive this money, there must be co-financing. The total cost of the work, she said, is 42 million hryvnias.
