Odesa District's ViDi Avenue Wins ₴1.47M Tender for MG T60 Vehicle

The Department of Capital Construction of the Fontansky Village Council of Odesa District conducted a tender for the purchase of an MG T60 or equivalent with one participant.
According to the information in the Prozorro electronic procurement system, the only participant and, accordingly, the winner of the procurement was ViDi Avenue Limited Liability Company.
The company will have to provide the car by May 31 and expects to pay UAH 1 million 469 thousand. According to the YouControl service, the company was registered in 2007 in Kyiv and is currently owned by Vitaliy Dzhurynskyi. The founders of this company are ViDi Alley LLC and ViDi Group.
They are also listed as the founders of ViDi Palmira Limited Liability Company, which in October 2024 became the only participant in a procurement conducted by the Security Service of Ukraine Office in Odesa region. The SBU purchased the vehicle for UAH 1.6 million.
At that time, ViDi Palmira was also the only bidder. So was ViDi Group in a procurement conducted in June of the same year by the Mykolaiv Oblast Police Department. The police purchased a car for UAH 1.2 million.
In total, last year ViDi Avenue received UAH 161 million 694.2 thousand from the state budget.
Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.
The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.
However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
