Odesa City Council Urges Patrol Police to Tackle Noise Violations Amid Martial Law

In Odesa, deputies appealed to Ruslan Ruban, head of the Patrol Police Department in Odesa Oblast, over the violation of silence by vehicles with "direct-flow mufflers" during martial law.
This was discussed at the session of the Odesa City Council on April 16, which was broadcast by Intent.
As explained by deputy Oleksandr Avdeev, the council has received more and more complaints from citizens about traffic violations and excessive noise caused by the use of so-called "straight-through mufflers" on vehicles.
He noted that such sounds, especially in the evening and at night, cause concern among residents, especially under martial law. Loud noises resemble explosions and can provoke panic among the population, including children.
In this regard, the deputies appealed to the leadership of the Patrol Police Department in Odesa Oblast with a request to
- strengthen control over the observation of silence on the streets of the city;
- conduct preventive and administrative work with violators;
- create a permanent commission with the participation of representatives of the police, city authorities and the public to systematically address this problem.
At the same time, Odesa Mayor Gennadiy Trukhanov noted that other Ukrainian cities, including Dnipro, already have positive experience in dealing with similar violations. The request was put to a vote under agenda item 8.2. It was supported almost unanimously.
Also at the session, the deputies of the Odesa City Council supported a draft decision on changes in the financing of school meals.
In addition, the deputies decided to create two new departments. One is the Department of Urban Development and Land Relations. The other department is the Department of Defense, Mobilization and Territorial Security.
They also allocated UAH 60 million from the budget for priority measures to connect new cogeneration units.
